One would think that the World Clock would not be conflicted as to what year it is.

The “2008″ tag is likely part of the background image itself — not a dynamic piece of text, unlike the time on the left.
What that does mean, though, is that the rates powering the clock are likely 2008 (or perhaps even 2007) rather than any that have been released this year. Unless the backend of the program has been updated w/o updating the graphic.
